Chief Executive Officer

Justin M. Osburn

Justin was a sales manager, general manager, and co-owner of three independent dealerships, and COO for a three-point, 12 Missouri franchise operation. Justin also was a partner and jump-started three successful independent dealerships. He has been called the “King of Cars,” a title well-earned during three years of retail-consulting throughout the US for the National Independent Automotive Dealers Association. There, he specialized in high-level, operational profitability. His 17 years of car-business experience, primarily executive-level across the independent and OEM automotive industry, is the cornerstone for his sought-after ability to identify and analyze operational choke-holds in automotive clients’ financial statements. Indeed, it converges on everything surrounding Automotive Reinsurance Concept’s stellar reputation today. Justin has served in the US Army and as a director on numerous company boards. He has been elected for public offices, holds an international patent, is a dynamic public speaker and published author. He is also a paid automotive expert witness. The NIADA bestowed the honor on Justin of rewriting its Certified Master Dealer Certification curriculum.

Howard Bullock

Coach and Train Independent Dealers

Howard is the Director of SmartGroups™ – 20 Groups Reimagined. He and his team facilitate, moderate and serve as consultants for Independent Dealers in the SmartGroups Program. Howard is an “old car dog”, having previously spent over 30 years in franchise and independent retail and BHPH dealerships. He has held most positions within a dealership at one time or another, including; Owner, GM, GSM, Sales Manager, F&I Director and F&I Manager as well as sales. In addition to his duties as Director of SmartGroups, he is heavily involved in the consulting and training of all dealership personnel. Howard is married to his high school sweetheart, and they enjoy traveling and spoiling their 8 grandchildren. He is also very active in his church, as he serves as; the Young Married teacher, is a deacon as well as the head of transportation. His favorite quote comes from Colossians 3, “whatever you do, work at it with all your heart, as working for the Lord, not for human masters, since you know that you will receive an inheritance from the Lord. It is the Lord Christ you are serving.”

Melanie Mills

Management of Operations and Logistics

A Park University undergraduate, Melanie is the Director of Operations and… and interesting fact…. the very first Automotive Reinsurance Concepts employee.  Melanie supervises operational and logistical performance.  She manages the marketing department, is charged with TPA relations, supervises administration processes and is a key-player in the ARC leadership team.  Prior to joining the ARC team, Melanie was the Executive Director of a Non-Profit organization and where she served in various roles as an active local community member.

Roxanne Beck

With more than 25 years of experience in accounting and record keeping, Roxanne has an exceptional understanding of such processes. She has worked with a variety of businesses ranging from a large national ranked law firm to small businesses. With exceptionally high standards and expectations of performance, accuracy and accountability, she manages our accounting department.

Jason Caley

Jason began his automotive career in late 1994 at a successful Ford Dealership in the Kansas City market after returning home from the United States Marine Corps. In 1999, only four years into his journey, at age 23, he was promoted to Parts & Service Director and remained in that role until July 2005. That August, he was recruited to another Ford, Lincoln & Mercury store south of Kansas City and became the Fixed Operations Director of G.R. Milner Ford. In 2008, his career like many at that time, changed direction. During the economic downturn, he had to be versatile, performing other duties throughout the dealership such as Sales Manager, Finance Manager, and Administration. During this tenure, he designed, opened and operated an “off-site “ independent service center. In 2010, he became a minority Partner/Dealer in the dealership, and by the end of 2014, after the passing of Mr. Milner, G.R. Milner Ford was sold and purchased by the Max Motors Automotive Group, a place where he would stay to be the Director of Operations for the 5 rooftops they owned at the time.

In 2016, he led the expansion and the opening of a stand-alone collision center while continuing down the path as Director of Operations for Max Motors. After 25 years almost to the day, he decided to "retire from retail" at the end of 2019. Of all the successes and failures he experienced, leading hundreds of employees, a massive customer following and vendor relationships, his number one accomplishment was the average Service or Body technician tenure, under him, was 17 years. A number he is very proud of.

Caley is versed in all aspects of the automotive industry. Including banking, reinsurance, liability, human resource and normal day to day operations. In 2020 he started Caley Business Solutions, a consulting business aimed at helping businesses eliminate wasted movements and maximize their assets, reduce liability, and exposure and promote their labor power. CBS, even throughout COVID, experienced incredible success, not only with automotive dealerships but also businesses in equipment sales, service, marine business, insurance agencies and food and beverage.

He is excited for this new and final chapter of his career and appreciates all of the past achievements and struggles that have put him here today. ARC (Automotive Reinsurance Concepts) & Smart Groups are as excited to acquire his dealership experience and perspective as well as the speed of the game he brings to the already successful company.

Jason has two children, Bailey 26, and Jackson 24. Both are college graduates and played college softball and baseball. Both are married and successful in life. He is engaged to the love of his life, Anna S. He also has a very special 11 year old puppy named Anna Bell, a lab golden mix that serves as a therapy dog for sick and hurting people. In his spare time, he loves to golf, fish, bow hunt and travel the country with Anna for destination concerts.

A Message from the CEO

We are building something new, something fresh, something creative. We are building a 20 group program like you have never seen or heard of before.
